Are the inks permanent when they dry or do they run or blend when layering colors?

The ink doesn't run after it has dried but because they are water based, it could run if activated with water. Layering the colors are no problem once it has fully dried. These inks blend beautifully.

Which would you buy again, the pack of pads or the individual pads which are also larger. Is the mini size really as good as the larger?

The packages I received had pads that were mostly dried out so I had to buy the matching bottles of reinkers. I think the size you purchase would depend on how you were going to use them.

Can I use this on foam

i haven't tried it, but I would assume yes. However, it will not absorb into the foam and will come off it gets wet.
