Newbie here. in emergency, can a baofeng uv-82pro (400 miles away) receive a (private?) message from this unit? can this convert message to email?

Long distance skip propagation is only common at frequencies below 30MHz. This radio operates at frequencies between 145-470MHz. For reference 99.1fm in your car is 99.1MHz. You should look into a ham license or into CB radio(27MHz-skip propagation occurs but this part of the band is crowded and you need a lot of power to get through the noise). See if you area has a local ham radio club. You are limited to line of sight with vhf/uhf radios 5-10 miles is usually a max with a handheld at those frequencies.. Get a ham license and access to repeater you can easily talk with people 100's of miles away.

This is an HF rig. No VHF or UHF. It's a good radio for only 20 watts output. I've worked DX with it. I use it as a portable rig.

How do i get the required 13.8 to 15v from my car which is 12v?

The car battery is really close to 13.8 volts. It’s just easier to say 12.

Can it tx on 4357kz usb and receive 4065kz usb like marine hf??

This radio is for licensed radio amateurs. It does not transmit on marine bands or citizen's band
