Hi Dosh: Yes, it comes with what we call a "folio" which includes the Certificate of Authenticity, hand filled out and signed by the person who packed the order. You can cut the certificate off of the folio if you like.

Q: why this can not be sent to mexico?

Amazon global shipping program, and/or individual sellers, decide what can be exported. This does not appear to be covered by the Amazon global shipping program, I am sorry. Perhaps a non-Prime seller will ship to Mexico for you if you ask.
