I lost the stock that attaches the two pieces. Is it possible to get a replacement?

If you can not find a replacement part try the hardware store. Take your ricer with you , you may be able to get a long screw and a nut so you are able to use it.

Question 2

What size is the little clear plastic tube that secures the pin? Mine got lost

OD is .212 of an inch ID is .156 of an inch.  Or 7/32 OD and 5/32 ID are probably close enough.

Dishwasher safe?

Mine just came in a plain cardboard box with no care instructions  or anything.  Just a barcode on the box saying made in China. It says its commercial  so I would have to assume being made for a commercial kitchen it would be dishwasher safe. But again it doesn't say that.

Question 4

Do I have to peel the potatoes first?

I am assuming that you cooked the potatoes already.
If you do not want to peel the potatoes, the ricer  will do it for you but you understand the peel will not go through the holes and you will end up cleaning the ricer after each potato. If you peel the potatoes before putting them in the ricer (recommended way) you will have a faster process and a lot less work and effort. Besides if you don’t cut the potatoes other than in half cook them and then scoop the potatoes out of the skin with out tearing the skin (you can make one of my family’s favorite potato recipe ) you can run the cooked potato through the ricer then add some toppings (diced onions   Baked bacon bits, etc) to the riced potatoes and after mixing you can fill the empty skins with the mixture and rebake the refilled potato skins till a nice brown color appears and serve.
