Received this blank with no packaging, product has no security seal?

Come to think of it, neither did mine

Are the wipes biodegradable? (no plastics)

No plastic! Although I don't know what a product, by law, needs to be biodegradable, the container says they are "disposable" (the container is plastic). They feel like sewing interfacing.

How is VetBest addressing the mold situation? Countless reviews from customers show growth of mold.

They have never responded. I received my refund through Amazon. With the product I am using now (Garyob) I haven't seen that mold issue.
