No need to use any soap or body wash.

Hi, does the bath emollient come sealed?

You know, I am not sure. I bought it a while ago. But I think it does. I had no issues with the shipping as far as the product spilling or anything like that. So I would go as far as say that most probably it is sealed.

Would this work for dry scalp?

It will help with a dry scalp but not intended for cradle cap

Is there an equivalent US product?

Besides this, we also use "Mustela Stelatopia Milky Bath Oil" for my son's eczema, especially when I forget to order Oilatum ahead since it takes a bit longer to ship from UK! However, I do find Oilatum works better to keep his skin softer. FYI - Mustela is not a US product but a long established brand in France/Europe and you can find it in local Toys X XX store in US.
