How can I keep this from freezing in the winter?

If you live in a colder climate, add a mixture of 99% isopropyl alcohol in the winter to prevent the washer fluid from freezing. 8 to 16 oz should do the trick depending on how cold it is where you live.

Why does the bottle state that you need to mix 1 part per 100 in California only?

It instructs to mix 1 part of concentrate with NO LESS THAN 100 part of water. That means you can mix 1:100, 1:150, 1:200, etc. But not 1:99, 1:98, 1:90, and so on.

Should you mix this with distilled water ? or tap water only ? my tap water is very hard, just don't want any clogging. Thx.

Kristall Klar was formulated to be easy to use in dealerships and mechanics shops - both of which use regular tap water. For this reason Kristall Klar has soft water conditioners in it so it can be used with regular tap water. This prevents hard water minerals from clogging the spray jets and causing wear and tear on the windshield washer pump. If you have well water, we recommend using distilled water.

Can you add this to normal (low cost) anti-freeze washer fluid to improve the cleaning so I also keep the anti-freeze benefits?

It should work and retain freeze properties try to mix some and put in freezer overnight. A few drops of concentrate and glass of washer fluid. If it doesn't freeze your on your way
