Can this be switched off ? How good is the item ?

The water feature does not have an on/off switch. The instructions are bad and not easy to follow, unfortunately made in China. I bought it in a sort of memory to my mum, it was put away for the winter under cover and in a bag. When I brought it out a few weeks ago, I seen that the fake rock plastic has peeled away and my husband will repaint it. We also found that it now won't work, my husband will take it apart to see what the problem may be, but I don't have a lot hope that it will work again. It was lovely when working, but to be honest it was a total waste of money, and I wouldn't buy it again, don't waste your money. Unfortunately everything is made in China and is total crap, just my opinion of course.

Is this quite loud? Will it be enough to mask conversations in garden

To be honest I would have a preferred something that was louder. It has a nice sound like trickling water, but not Niagara Falls. I have a neighbour who has been caught numerous times listening at our fence, I have put up a 6ft fence. I would not say it is not enough to mask conversations, but if placed near to the fence where they are, it could cut out some conversation. Perhaps like me, move your seating area away from them if possible!
