I used it on my motorcycle. If properly wiped off, it does not leave a noticeable residue and I have not noticed any dust. If you do not wipe it off, yes it will leave a bit of stickyness.

It can be applied to anywhere there is metal that rusts. It’s like a thin film of oil that prevents rusts from forming.

It is an effective rust inhibitor and doesn't seem to harm paint or plastic. It leaves sort of a thin oily film. Not sure how durable it would be under those conditions.
