Hi, is 98% because contains 2% of Phenoxyethanol, Benzoic acid and Dehydroacetic acid. I have been using this product about three years and I recommend it 100%. I am 50 years old now and I look like 35 years old. When I go to the store for buy a wine, always the cashier says:"your id ma'am " - and I so happy for that.
