The description says that this mat is made out of paper. Is this true?

No- it’s self sealing plastic .. no paper.. (I love these mats - very durable)

Could this be used on top of bed just to cut fabric with scissors

I suppose so but it wouldn’t be a very stable surface. The mat is certainly thick enough to protect your bed.

does the mat roll up or fold?

it doesn't fold and I wouldn't advise rolling it. it would be difficult to get it flat again. I keep mine under the bed.

Is the reverse side plain, without grid lines etc?
