can this be used on a toddler?

I don't see gluten in the ingredients. This is a dry skin cream and not for consumption. Just making sure you understood that.

There are little granules in it that aren't dissolving on my skin. Is that normal for the product?

It is not uncommon to have a bit of granules in it, as it interacts with the temperatures outside. Try rubbing it between your fingers/hands first before applying as that should help them dissolve!
