Is the bottom felted, or have any means to prevent scratching of the surface it sits on?

It's all solid stone. Not felted. But it is safe surface and you can put felt in the bottom yourself if you would like. Mine is smaller and I really like mine it. :) It is a great piece of solid stone.

Does this bottom of the tray have a felt liner or other to ensure no scratches on whatever counter top it is placed on?

No, but has not scratched top of ledge of our tub. pretty heavy to move much. Also very smooth.
