Is it normal for this heater to run all night?  I understood that the heat would come on and off as the thermostat dictated.

I would say that it is not normal unless you are trying to heat too much space. My Dr. infrared heater kicks on an off as it reaches the temperature set on the thermostat.  I have noticed that if I try to heat more than one room it will not kick off because it cannot get the temperature up in that larger space.
