no it dose not have a power supply. just a USB cable. You will have to come up with a your own power supply. I have them all over the house.

Can i use it with mobile phone or astel kern player? they have micro usb

No idea was made for specific product and that is the only way I have used it

Will this work with the new M3K?

The docking connector does not work with USB Type C. I don't know what what the M3K uses as a port.

No sound when using the line out to my headphone amp w?a x5 mark iii docked? what am i doing wrong?

It should just be a pass through on the analog audio out. Make sure it is pressed down all the way into the dock, and you accept the dock mode prompt.
