Q: Does it fit road bike wheels and does it lock with key?

The WheelHouse fits road and mountain bike wheels with standard 9mm quick releases (Thru-Axle Adapter available separately). A lock core and key can be purchased separately to lock the carrier to the base rack. The Yakima Universal Locking Skewer can be purchased to lock a standard 9mm quick release wheel to the carrier.

It fits up to 29x3 - so you're right at the max.

Q: Does this have the anti-spin technology or does it need a bungee cord to keep the wheel from spinning?

I don't have it front of me but if I recall there is an included strap that keeps the wheel from spinning so you shouldn't need a bungee. I don't know what "anti-spin" technology is.

Q: Will this work with a roofbox? I have a 2012 forester with factory bars and a skybox on top already.

This attaches to crossbars - does not connect to a cargo box or other gear mount.
