Q: Do you need to have gutters to use these hooks?

No you don't, they work fine without them.

Q: How wide is the widest part of these clips? Would they fit on eaves? We don't have gutters, and we have clay tile roof.

They will fit over the top part of the guttering. I can't imagine a clay tile is wider than that. I would say yes. They are pretty flexible.

Q: I have c9 led bulbs that have a small base below the bulb. Will these work well and stay on the bulb even when I take the lights down?

I haven't really used them like that with clipping onto the bulb, I use the lower clip to fasten the string part of the lights and it is very secure. I have found that removing the clips from the lights for storage is alot easier. Also, leaving the clips on the house year round does not work because the sun degrades them too much throughout the year and they become brittle and break.

Q: Has anyone used these to hang the summer cafe lights, which have a thicker wire than xmas lights?

I have not, but with all of the attachment points I'm sure they would work for your purpose
