Q: is it really as safe as manufacturer claims?

Possibly...if it were to stay intact. My problem was the seams tore in short order (about two weeks) which, in turn, could have presented its own hazard in the form of holes. The fiberglass rod across the front of the car to hold the shape did poke through about the same time and that could have led to any kinds of issues.

Q: How sturdy is this? Will it last for, say, a year if a 1 and 3 year old play in it?

Its pretty sturdy. My nephews are 1 and 2 years old and they play in it all the time. Plus they love to go inside and eat their snacks so the dog can't steal their food!

Q: Does it come with the balls?

No we had to purchase the balls separately But my grandson, who's 14 months, loved this and played in it most of the day.
