How sturdy is mount . Does it bounce when going over bumps?

The mounting brackets are solid. I have it on windshield mounting brackets on my jeep TJ they do not move around these lights mount solid.

Do need a relay to wire these?

They come with relay,base,wiring harness,inline fuse and switch

Is it a spot or flood? It says 8 degrees but wanted to check
