Are these dye-base or pigment-based ink?

The 962 inks are all pigment-based.

No, these are standard sized cartridges. How many pages you get will be based on your color to BW printing. The only XL cartridge is the black one.

Is it instant print cartridges, do i have to enroll based upon how many pages you print during a certain period of time.

These cartridges are not part of the Instant Ink program. To enroll in that, you'll need to go directly through HP. Typically, you'll select a plan based roughly on how many pages you think you print in a month, and after a month or two, see what your actual page count is and adjust the plan you're on if necessary.
