It can be used while being charged, although cable is not too long, so it would work if you have it plugged in front of your computer since USB ports are close, or if you have a longer micro USB cable.It is a little loud on the highest speed, other than that I think for the price it is a great deal!

I purchased this to use as a lash fan. There are three settings and the lowest is pretty strong on its own. Came charged and able to use, and included a charging cable. Sleek design, I like it.
