Hung mine on my porch, but they don't ring easily. It says wind chime so why don't they ring? What kind of wind is needed

Gave these wind bells to my grand nieces during our family beach vacation. They absolutely loved them. They hung them on their balcony and listened to them every night. Beautiful sound!

Way too small.
Weak sound that doesn’t really catch the wind. I placed this in a breeze way that I have other wind chimes in but these are far too small and just don’t activate even with a strong wind.
