I would have this compressor sitting on the floor. Can the pressure gages be adjusted for easier viewing?

Not at all. They are firmly attached to the pump mechanism. I keep mine on the floor, btw, and I don't find it a problem as I don't adjust the pressure very often.

can it be used to refill scuba diving tanks - specifically 80 cf aluminum?

No, definitely not strong enough, and you need a specific filtration system for scuba. Better of having a dive shop take care of that.

Not sure about that, but seems to me if it converts to 110v it should be fine.
