Can you stack more than 2 trays?

Yes I have 4 stacked right now.

Could I put this on my desk so it's sitting vertically? Or is it too slanted?

Yes, it could stand vertically on your desk. The nonskid feet are a nice feature and can't be removed. I imagine it may slide without nonslip feet, depending on the material of your desk. The tallest tier is 7.5" and the shortest is 5.5" tall.

Does anyone know if this holds legal sized paper? I can't tell with the dimensions listed.

I wouldn't use it for legal size papers. But that's just because I don't like the quarter of an inch of paper hanging out. Lol! But I love the trays! I am going to buy more.
