can it stay on blue light?

It can stay on any color. You man need several attempts as the colors go by quite quickly. I have all my 4 set on red and it took me 20 minutes to get them all matching. Well, maybe 10 minutes.

Can you turn off breathing mode, for a constant lighting?

Yes and each color can be dimmed individually. Once you set the color if you unplug it from the usb then plug it back in the color you last chose will be displayed. It works very well.
