does this fit over the ultralight too? what about when the infant seat is on the ultralight?

We have a brand new ultralight, and it fits like a glove with a rear seat installed. I have tried it with the infant seat. This model was $10 cheaper than the one marketed specifically for the ultralight, so we took a chance, and it fits perfectly.

does the rain cover fit even when a car seat is installed up front and the rear seat is installed?

I've not tried it, but I don't think it would. It's a pretty snug fit around the stroller without the car seat attachment- great for keeping them dry and warm, but not big enough to stretch another foot or so out in the front. Joovy does make a head support called the Snugging Go, so you could use that with the rain cover for a little one. Not as convenient, but it would do the job.

Rain cover does not fit very well - will it stretch & fit eventually?

My cover fits just fine. Are you sure you have it going on correctly and over the bars on the sides? The trim sticks up a bit from the basket but I think that's due to the curved zipper.

Does this work over the infant insert?

I bought this for my BOB stroller. I use it with my BOB and Graco car seat adapter + Graco infant car seat. Works perfect!
