Q: What is the difference between the old and new material?

New material can be waterproof, can hold ice！

Q: Can this be used for a rear facing car seat if strap for the back seat?

If you look in the photo, there is a thin strap on the bottom of the bag. The bag isn't as secure without that strap holding on to something too. You can use just the top strap only, but I'm not sure how well that'll work.

Q: is the strap long enough to go around the head rest of a 33 passenger bus?

From buckle to clasp, the strap is about 15 inches long. Measure your headrest to see if that will work.

Q: How do you attach the string on the bottom? I'm a visual person. 1 picture...

There is a string with a clamp that binds both ends of the string together. The way I did it is, I took the clamp off, wrapped it aroud the bottom back of my seat to the front and just tied it into a knot holding it securely at the bottom. My car seat covers it. This way it fits firmly at the bottom and top. The top is easier because it has the headrest and a latch connection. As a rideshare agent most people sit in the back passenger seat. I keep the front passenger seat up right and just enough room for a person to sit in the front seat comfortably. If that makes sense. It's not bulky or in the way of passenger comfort.
