Not sure about mixing it with stress formula. The bottle says it contains 2% chelated copper.

Is this safe for scaleless fish like loaches?

Scaleless fish don't need special treatment, primarily because they're not actually scaleless. Inverts are highly susceptible to copper, but Aquatic vertebrate have a significantly higher tolerance. Also depends on the type of copper used

can this be used to kill snails?

I guess but it's not good for the fish and water
