After pondering this problem for a while I remembered Shepherds Crooks. I was surprised to find that there are many for sale, different lengths, Crook design, etc. Ordered a long one, problem solved. I can place the crook behind his head from a distance and he comes willingly after a slight nudge. If you have a similar problem this is the answer. Quick delivery, as advertised. It's hollow
I wish it wasn't hollow, it cracked first use when I tried to get goats out of the pen and it got lodged between the gate . It's still usable but it shouldn't be hollow

Works until your goats learn what it is for, then they stay out of your reach.
