Q: Whats the inside dimensions with and without the tray?

The inside dimensions of the toolbox are 17-7/8" long by 7-1/2" wide at the very bottom of the box, and tapering out to 19" long by 9" wide at the lid of the box The useful inside height of the box without the tray in place is 7-3/4" -- with 4-1/2" of height below the tray and 3-1/4" above the tray. (Due to the fact that the handle is recessed into the center portion of the lid, you actually have 4-1/4" of space above the tray on the left and right sides of the tray.)

Q: Could you fit an 18 inch item?

Yes you can. The exterior dimension (length) of the toolbox is 20 inches. The inside dimension (length) is 19 inches at the top, and gradually narrows down to 17-7/8 inches at the very bottom of the box. An 18-inch tool will easily fit inside the bottom of the toolbox if you set it in diagonally.

It's 20 inches wide and 9 inches tall. If you count the protruding front latches and the hinges on the back side, it's a total of 10.5 inches deep.

Q: I see this has a place for a padlock. Is the hole big enough for a standard sized padlock?

Guess it depends on what you consider “standard size”, but the box is plastic so you can easily enlarge the hole a bit if you need to. Of course, since it is plastic a padlock won’t provide real security, but perhaps it will still work for you.
