Q: Is 34 the bighest size it will go to or in the middle? Pants are 32 but unsure on belt size. Have the liner that will stick to under belt or smooth?

I think the belt may be too long for you if your pants are 32. smooth

Q: Does this belt close like a normal belt using the buckle? Or does it close using clips on the inner portion of the belt?

It has a couple of hooks that are part of the buckle itself...they fit into holes on the belt. It really works very well.
