Can you flip this over to use as a flat table top?

I don't believe so, the flat bottom floats on the water.

Do drinks stay cold in the hot tub?

No it isn't insulated. It's not intended to do that.

Can you fit a water color bottle in one of the holes so your drink will stay Cold?

It's actually very wimpy so I don't use it as all that stuff they show in the photo would sink it or tip it over. And I would definitely not put a phone or tablet on it. Maybe a water bottle would be OK, but for the price I do not recommend it. I ended taking a rectangular plastic serving tray and a pool noodle cut to the length of the tray at the Doller store and hot glued a great floating tray for two dollars that can easily float bottles of wine beer and full glasses etc etc with no problem.
