No, this is 100 mm spacing for front fork.

How does this work with the factory ball bearings?

This just takes the place of the through-axle and reduces it to take a normal QR skewer as well as allowing the wheel to sit in a normal dropout. As far as the hub and its bearings are concerned, it’s just like having the normal axle installed.

Will this work with an actual 9mm skewer as apposed to a 5mm skewer?

This allows use of a 9mm QR skewer on an axle that normally requires a 12mm thru bolt. I would not recommend use of a 5mm skewer. It is specifically designed for adapting to a 9mm skewer.
