Q: Can I put a picture in this frame?

No, you can't. It is not really a frame. It is double sided so that you can see the sand art from either side when you flip it. the glass is NOT removable, and the liquid and sand is between the glass panes and sealed off. I suppose you could tape a picture to one side, but it would be upside down every time you flip it to watch the sand fall.

Q: Does this one have water in it? I can't tell from the pic. If not, does the sand just fall super quickly?

It has some type of liquid in it but isn't completely full of liquid. The screen with the sand in it is thin and when you flip the screen it takes a good while for the sand to settle. It does not fall quickly. It works very well for the price as the other ones were much more expensive. It makes very nice designs and is calming.

Q: Is this safe for young children? Is the frame removable?

Yes, this is safe in my opinion. It would be the equivalent of handing a child any other picture frame. Yes, the rectangular part with the sand art in it DOES come off of the stand. Other than that, the frame does not open or anything like that.
