what are these belts filled with?

Not sure but they are great I use them in the hot tub I have had them for a couple years and they have only faded a little and the straps are in perfect shape they are not filled with sand or lead but I am not sure what is in them they are a great buy

How big of a waist can wear these when snapped together?

Not sure they are more ankle weights but they are not small
