Does this seat come with all the parts to attach it to the wagon or do you have to buy separate parts in order to attach the seat to the wagon?

It comes with the pieces to connect to the wagon it’s super easy to use . We bought it for my 3 year old because she always falls asleep in the car and the wagon provided no way to lay her down , I bought this worried she might be to big and she fits perfect ! This is a good buy especially for families with younger babies .

The stretchy elastic strap that secures the seat to the wagon broke on our second use. Is this something that can be replaced??

No, not for the toddler seat. There is one for the evenflo pivot stroller which doesn't work for the wagon toddler seat.
