Can I use a smaller fuse?

Yes, you totally can. The overall load through the circuit should be about 80% of the rating of the fuse. Hope this helps.

is the fuse for output power to the accessory ?

The fuse is protecting the source voltage supply on the #30 terminal. In theory this also protests the accessory wired to the #87 terminal because if the source sees a spike and blows the fuse the output will not see any current. To be safe you can also fuse anything connected to the accessory side of the relay on the #87 terminal independently.

I have two 18w led aux lights hooked up to ome of these and its jimped into my parking lights. Why is ut buzzing?

The only thing i can think is the holding coil. Do the lights flicker
