Great product!
The dots are made of the same material as masking tape but pre-cut in a circle. It holds down the drafting paper and its rounded edge prevents the edge of the set square from lifting the edge of the tape like when normal masking tape is used. The dots can be easily removed and repositioned without damaging the drafting paper. It is not to say it won't damage your drafting paper if you peel it off forcefully - you'll still need to carefully peel it off to avoid accidental damage to your paper.

Sticky Dots stay stuck...
I first started using these bad boys in 1982 as a draftsman in the Army/ NG. I have tried several different brands and besides a big ol’ role of masking tape, these are my faves. Buy ‘em, use ‘em and be happy.
