how long is the power cord and does it inflate car tires quickly

Not very long, but long enough to inflate exercise balls and bike tires. Have not used on car tires yet. I love it, all is well have not used it in awhile .

I'm looking for one that's ultra quiet. Mine is very loud (the Black and Decker). The one at my gym is in a small box, but can't find it anywhere.

This makes noise but it is not abrasive. I would call this one more on the quiet side because I've used it at the gym and no one even looks up or pays attention.

Does this pump deflate or only inflate?

Inflate. If you use just the needle without the pump that will deflate
