Yes there is but as far as I know you will need to order from thier official website or at Ali Express where they have an official store. I have ordered from them many times without issues. They have an extensive line of professional and a student line of of paints so be sure to check if that matters to you.

What is the difference between 48 vivid color(new set) and the original 48 paul rubens set?

Are the paints single pigment?

Some of the paints are single pigment and others are a mix, but they are pigment and not dye. They are very vibrant and very very light fast. They have an explanation of their lightfastness and the standard questions in the pamphlet, but it is all in Chinese, so I would suggest google translate app on the phone.

Does the 48 pan set have any shimmer shades?

Some sets are shimmer and some aren't. I just bought the 48 pan set and it was regular, non-shimmer. Don't know if there's a second 48 pan set with shimmer, though. It didn't pop up on my search, but these searches aren't what they used to be.
