Q: Is this waterproof and okay to use outdoors in all seasons?

Pretty sure this is not waterproof. Many openings exposing center electronics

I returned this thing. It only worked once for me. When I tested it to make sure it worked; afterwards, never worked again. Only the lights would work. I will say that the fog “juice” is somewhat sticky. That could be the reason why it constantly has to be cleaned.
