Yes. The Ethernet to wifi adapter should meet your expectation. By using this BrosTrend Dual Band Ethernet to Wireless Adapter, your Etherent-enabled devices can access the Internet via wireless connection.
You need to connect this wifi adapter to your router first, which will complete wirelessly. After setting up, there is Internet access on the Ethernet port. Use a cable to connect the Ethernet port to your device (CCTV NVR), then your device could access the Internet.

How do i put the bostrend ac1200 in "advanced mode".  i don't see how to change the wifi channel, static ip, etc.  i have emailed you, and no reply.

The BrosTrend is not a full fledged router. It's a repeater with very limited administration functions, ie. reset password, f/w update, etc. Managing ip addresses (static/dynamic ranges) are done on your router or access point. The easiest way to pair AC1200 to your router is by pressing the 'WPS' buttons on both router and BrosTrend repeater. HTH.  Cheers

Will this work with a vpn that requires ethrnet connectivity

I use it to connect my wifi internet to an ethernet connection on a Phillips amplifier so I can stream to it and get updates. It works fine. Given all the givens I do not see why not. Just remember since I am not sure about this from your question. This receives wireless and sends it through an ethernet connection, not the other way around.
