It's used with batteries or an adapter. It takes a 4.5v adaptor that can be bought on Amazon. I personally like to use batteries because I had it on my coffee table & didn't want a cord across my floor.

Is this supposed to be so loud when I turn it on or is something wrong?

I don’t believe there is supposed to be sound at all. Mine doesn’t play anything - the figures just move on the ice rinks.
