Yes, if water enters, it can be discharged from the bottom drain valve by blowing air

Will it clip to a cap if I do not want to wear goggles?

I don't wear a cap but looking at the clip, it looks like it would work. I have really enjoyed the snorkel. I could lay on the water all day at at the sights.
