Is this the hydraulic fluid, ms-11655, that is required in the power steering reservoir of a 2013 jeep grand cherokee overland?

It depends on which engine you have. The MS-11655 is for the electric power steering pump used with the 3.6L V-6. It is a replacement for the prior generation fluid. In the 5.7L V-8, the power steering fluid used is ATF+4 or the PSF ATF+4.
