Will the screws that it comes with attach it to a concrete walls?

No, the screws that come with it will not attach it to concrete. You can get small concrete screw at your local hardware store. It would be the same process to install after you have the correct anchor screws and they are fairly cheap.

Will Speedplay pedals work with these brackets?

I don't see any reason why speed play would not work. The slot is just large enough for the stem to slide through, so any pedal wider than 3/4" should hold

Are there no instructions included?

Mine came with instructions, but they weren't very helpful. I am very happy with the product after I installed it.

No it does not come with padding. I would argue that this is not needed though.
