I am trying to assemble it. On step 5, when i am trying to tap the wheel cap with hammer, it is not fitting in. Please help.

What they said about having the wheels all down and if you're by yourself, I found if you drive your knee into the side that has a cap and then put the cap in place on the other side and hammer with the other hand, you can get the rod to stay enough to get the cap on. I managed to do it by myself after coming here for advice and not having anyone else to help.

how tall does a toddler need to be? I've only seen ones my toddlers 34 inch tall total can't reach petals and roll thier feet and ankels under back

My grandson is 36" and can't reach the pedals. If day they have to be at least 3.5' tall.

Will this work for a 3 year old or is it more for younger kids?

This should be a bike for 3-4 years - Not really for 2-5 as mentioned in the package. My relatively tall 27 month old still cannot reach the pedals.
