I cannot say for certain. other bathing caps are either silicone or latex, this claims to be latex, which, I believe, is a form of rubber, it is pretty thick latex. The flowers are put on with rubber cement. Ours did not stay together for very long, do not pull on the flowers to pull on the cap, they tear easily and come off. Good for a 1950's swim party, but don't expect regular use out of it.

Does it come with a strap

Is this cap good just for dunking under water?

I would say yes. Mine fits me snug & keeps my long hair dry except a bit around the edge of the cap.
