For most children's clothing sizing systems, size 4 is the next size up from size 4T.

An 18-24 month size or maybe a 2T

According to the size chart: size 18 fits 65inches to 66.5inches or 5'5" to 5'6 1/2" Hope this helps you!! I'd probably go with the 5'6 1/2" just to allow for shrinkage.
