No, the fragrance quickly dissipates. I would say typically be the end of the day you use the product, at least for me, the scent is non-distinguishable.

Can i buy the refill kit, or do i need to start with the starter kit?

You need to start with the starter kit unless you have the large bag used for dry cleaning....then you can just get the refills

Does this have an expiry or best before use date? Thinking of buying in bulk. Thanks!

The refill package I just got doesn't have an expiry or best-before date. The refill kit contains eight sealed packets. I've been using Dryel for years and have never found it to dry out or lose its potency, even if it sits around for a year or so.
